Juniper Advisors is an Energy Consulting, Project Development, Investment Management company with a particular focus on oil & gas, clean, alternative and renewable energy from power generation to the transport sector.

Juniper focuses on building consortiums of partners suited for undertaking studies of, executing large scale projects specifically in the energy, transport and infrastructure sectors in Pakistan. The company specializes in policy advocacy, policy development, in building capacity and in energy sector advisory work. The Principals in the company have collectively over 50 years of combined experience in the Oil & Gas, Power, Minerals, Infrastructure, Transport and Financial Services Sectors.

Juniper is a consultancy and advisory business with an emphasis in clean energy and power. The Principals have deep roots in project development work in the UAE and USA. It currently focuses on project development work in Southern Africa, Pakistan, Malaysia, Myanmar and Iraq. Principals of the group regularly provide policy advisory services to the Governments of markets they currently operate in. They are well placed to evaluate investments specifically in energy infrastructure.

Juniper essentially advises on everything related to the energy sector.

EXPERIENCE

Over the past thirty years, the Principals of Juniper have been involved in the following major projects:

  • Green Electric (Pvt) Limited: a two phase 405 MW dual fuel thermal power project, will use low btu gas as input.
  • S.K. Hydro (Pvt) Limited: is a 655 MW run of the river Hydel power project. This mega project has reached the stage of tariff approval. The complete technical and financial feasibility has been completed. The project has received a letter of support from the power regulator in Pakistan.
  • Progas Energy Limited: promoted two distributed power generation projects using natural gas with a major power utility. Two 88 Mw projects were set up and are in operation. Juniper acted initially as the developer and ultimately as the advisor to the project.
  • Progas Pakistan Limited: Pakistan’s first and only fully integrated LPG business. The company built an import terminal, bulk storage, transportation and a marketing and distribution business Pakistan. The company was valued in 2009 at US$ 120 million. Having successfully set up this project, which has the potential to be converted from being just an LPG facility to becoming a multipurpose marine import terminal PEL recently sold this significant asset of national significance, to the Sui Southern Gas Company Limited which is the state owned gas utility.
  • Gulftainer Limited: Construction of Sharjah Container Terminal. Company was valued at USD 75 million before shares of founding members were sold.
  • Intoil, Bahrain: Oil & Gas Company with main operations in U.S.A. Assets estimated at USD 70 million before it was sold in 2002.
  • Ampetrol: Establishment of an oil and gas investment company, a USD 75 million investment fund, which maintained an investment portfolio in oil and gas properties. Ampetrol was subsequently sold at a significant return in 1993.
  • Aircraft Leasing: Establishment of first specialist leasing company in the Middle East – Arab Leasing. Balance sheet footings were at USD 300 million before it was sold in 1995.

Mr. Bilgrami is the Principal and Chief Executive Officer of Juniper Advisors. He has been advising energy sector companies, government, related business organisationsviz; chambers, energy sector organisations. He is frequently invited to appear in the media to provide input on the energy sector and speaks at conferences regularly both in national and international forums. He is the Secretary General of the Energy Expert Group and has represented the Group at the Pakistan US Energy Dialogue where the Integrated Energy Plan developed on behalf of the Economic Advisory Council was presented.

Mr. Bilgrami is also the Managing Director of Progas Energy Limited and is on the Board of Directors of Eden Energy International, Phoenix Energy Inc and a Trustee of the Indus Earth Trust.

He got his first degree from Karachi University in Commerce, a second degree in Business Studies from Concordia University, and an accountancy qualification from Canada.

As Managing Director of Progas Energy Limited, a power generation and energy infrastructure company he identifies with his team, energy sector opportunities in Progas Energy’s markets of interest. Mr. Bilgrami has had extensive exposure in project development work and was actively involved in advising one of the world’s leading LPG marketing companies when they considered entering the Pakistan market several years ago. The company has investments in the power sector through a joint venture with a Malaysian and Middle East consortium and is developing 1200 MW worth of projects in Pakistan. The company has also built the first fully integrated LPG and energy business with a Terminal and storage at Port Qasim Authority. This asset was subsequently sold to the Sui Southern Gas Company Limited.

He worked with Deloitte Haskins in the U.K. in their management consultancy division before joining the Project Development Company of Sharjah as an investment analyst and worked with them managing their North American investments in the hydrocarbons industry. He set up their technology trading division in the UK and subsequently opened branch offices in Pakistan and Bangladesh.

TANVEER MAKHDUMI

After graduation in 1987 Mr. Makhdumi worked as Associate Director Operations for Economic Engineering Company, a leader in mechanical fabrication and foundry work. After his MBA in 1991, Mr. Makhdumi worked in New York for Citibank in structured finance and derivative products. Subsequently, he was asked to move to San Francisco to develop Citibank’s asset hedging business.

On his return to Pakistan he joined Prefab Systems Limited, a specialist construction and contracting firm as Director Finance. Mr. Makhdumi then spent several years in the UK, working independently, structuring off balance sheet tax motivated transactions which included swaps to monetize stock holdings. He arranged GBP 1 billion in funding equity derivative instruments. He acted as Director Finance & Business Development at Progas Pakistan from 2006-2010. He has also been responsible for raising funding for a number of power projects in Pakistan and the MENA region.

Mr. Makhdumi has an MBA, Graduate School of Business, Stanford University and a BS in Electrical Engineering, Cornell University.
